Carlos Delgado Kloos is Full Professor and Vice President for Strategy and Digital Education at the Universidad Carlos III de Madrid. He holds a Ph.D. degree in Computer Science from the Technische Universität München and in Telecommunications Engineering from the Universidad Politécnica de Madrid. Previously he has lectured at TU München, UP Madrid and Universität Passau. He has also been a Research Scholar at MIT and Harvard.
His main interest lies in the field of Educational Technology. He has participated in multiple national and international research projects, published in numerous conferences and journals, and managed international conferences. He is also the Holder of the UNESCO Chair on Scalable Digital Education for All and coordinator of the eMadrid network on eLearning in the region of Madrid. He is further the Spanish representative at TC3 about Education of IFIP (International Federation for Information Processing).
Covadonga Rodrigo San Juan holds a PhD in Telecommunications Engineering from the UPM and is currently Deputy Director of Research, Transfer and Innovation of the ETSI Informática of the UNED. In 2000 she joined the Department of Computer Languages and Systems at the university where she has also held various academic positions being Vice-Rector of Technology (2010-2013), Deputy Vice-Rector of Applied Technologies in Study Centers (2006-2010) and Director of the Research Chair of Digital Inclusion co-funded by the Vodafone Spain Foundation (2013-2018). Her research focuses on accessibility, interoperability and recommendation aspects in autonomous access to educational resources, repositories, eLearning platforms, audiovisual platforms and mobile applications. His work is multidisciplinary with areas such as Economics, Psychology and Art History.
She is a member of AENOR in quality standards in eLearning (UNE 66181:2004 and 2008, PNE 71362), and actively participates in EADTU since 2003 in projects and working groups on quality frameworks for eLearning environments such as the eXcellence seal and OpenupEd Labelling for MOOCs. She has been an auditor in institutions in Cyprus, Costa Rica, Greece, United Kingdom, Sweden and Switzerland and is currently a member of the EMPOWER group of experts for Higher Education, coordinating the sub-group “Institutional Support: ICT, media and educational support services”.
She is an EDEN fellow, member of the IEEE Education chapter and of the Go-GN network on OERs resources. She has been a member of the Executive Committee in the CRUE ICT – technological sector of the Spanish Rectors Conference (2012-2013), leading the group “Virtual campuses: integrated services and quality criteria” and has participated in a total of twenty funded research projects (European and national) and has more than one hundred publications including scientific articles, conference proceedings and technical reports. She is currently the main researcher of the Erasmus+ Spektrum project and the Erasmus+ Inclusive Memory project at UNED.
Cristobal Cobo is Senior Education Specialist (Technology). Dr. Cobo served as founding Director of the Center for Research – Ceibal Foundation in Uruguay (2014-2019). Associated researcher at the Oxford Internet Institute, University of Oxford (2009-2019). Cobo works at the intersection between the future of learning, a culture of innovation and human centered technologies.
Cristobal has been distinguished by the British Council of Economic and Social Research (ESRC) and associate research fellow at the Centre on Skills, Knowledge and Organisational Performance, University of Oxford. He was Professor and director of Communication and New Technologies at the Latin American Faculty of Social Sciences, Mexico.
He has served as external Evaluator for the Inter-American Development Bank; the National Science Foundation and MIT Press (US), International Labour Organization (UN), and the International Development Research Centre (Canada). He has PhD “cum laudem” Communication Sciences at Universitat Autònoma de Barcelona. Co-author of the book Invisible Learning, his most recent books is “Innovación Pendiente” (Penguin Random House, 2016). Miguel Morales holds a PhD in Information and Knowledge Engineering from the University of Alcalá de Henares, a Master’s Degree in Educational Planning and Management from the Universidad Galileo and another Master’s degree in e-Learning Project Production and Management from the Universidad Carlos III de Madrid. Currently, he is the Director of the Digital Education Area and Coordinator of the production of MOOCs Universidad Galileo on the edX platform. As a researcher, he specializes in topics related to MOOCs, Artificial Intelligence in education, STEAM, and microcredentials. He is also a consultant in innovation and educational technology projects, with extensive experience in digital education. Kumiko Aoki is the Chair and Professor of Informatics at the Open University of Japan. Since receiving her Ph.D. in Communication and Information Sciences(CIS)from the University of Hawaii, she was Assistant Professor of Information Technology at Rochester Institute of Technology (1995-1998) and Assistant Professor of Communication at Boston University (1998-2003).
After her return to her home country, Japan, in January 2004, she was a faculty member of the National Institute of Multimedia Education (NIME) in Chiba, Japan, as well as the Graduate University for Advanced Studies (SOKENDAI) until NIME was integrated into the Open University of Japan (OUJ) in April, 2009.
Currently she serves as the Chair of Informatics at OUJ and teaches digital media, social informatics, and e-learning. She has also been the instigator in promoting online education and recently synchronous online education at OUJ. Her research interest has always been the effective use of information and communication technologies in higher education and their impact on the practices of teaching and learning in higher education.

Oscar Jerez Yañez holds a PhD in Psychology and Education and a Diploma of Advanced Studies in Psychology and Education from the University of Granada in Spain. He holds a Master’s degree in Education, with a major in Educational Informatics from the University of Chile, a Bachelor’s degree in Philosophy from the Università Pontificia Salesiana di Roma and a Bachelor’s degree in Philosophy from the University of Chile. Double degree in Education and Teaching from the Pontificia Universidad Católica de Chile. He holds a Diploma in Professional Training from the Politecnico di Torino.
He is also a Fellow Researcher at the Academic and Professional Program for the Americas, LASAPU, affiliated to Harvard University. He has been Head of Education & Business Projects at SOFOFA. Consultant for several governmental entities in Latin America, and participated in several projects with the ILO and the World Bank. He has been an expert in Vocational Training for PRODESO of the Mondragon Group of the Basque Country in Spain. Researcher and consultant in universities and Higher Education institutions in Chile and throughout Latin America. He has taught undergraduate and postgraduate courses at the Pontificia Universidad Católica, and in several programmes on quality, management and teaching in higher education and co-creator of “Teaching and Learning Centres” in different universities in Latin America. Tel Amiel is a Professor at the Faculty of Education of the University of Brasília, where he coordinates the UNESCO Chair in Distance Education (UnB). He teaches at the University of Nova Gorica (Slovenia) in the Master of Leadership in Open Education. He has been a visiting professor at Utah State University, and visiting fellow at Stanford University and University of Wollongong. He is currently a visiting researcher at IRCAI (ircai.org) and CT3/Jožef Stefan Institut.
Amélia Aguiar Andrade is Full Professor in the Department of History of the Faculty of Social and Human Sciences at the NOVA University of Lisbon and Director of the Mário Sottomayor Cardia Library and Documentation Centres at this institution. Portugal’s representative as National Coordinator in DARIAH, she is also a researcher at the Institute for Medieval Studies. Mario F. Solarte received the M.Sc. and Ph.D. degrees in telematics engineering from the University of Cauca in 2009 and 2019, respectively. He was a Specialist in formulation and evaluation of social development projects at Iberoamerican University Corporation, in 2000, and an Electronics and Telecommunications Engineer at the University of Cauca. He currently works as a Researcher and a Professor with the Telematics Engineering Department, University of Cauca, and also collaborates in various national and international research projects. His research interests include e-learning, massive online courses, learning styles, and digital education contents.
Lúcia Amante is an Associate Professor at Universidade Aberta and a Researcher at UID-FCT nº 4372, Laboratory of Distance Education and eLearning (LE@D). She has a degree in Educational Psychology at the Higher Institute of Applied Psychology (ISPA – Lisbon); a postgraduate degree in Multimedia Educational Communication and, since 2004, and a Ph.D. in Education from the Open University of Portugal (UAb). She has lectured in several teacher training programs, coordinated seminars on educational use of digital technologies in schools and on learning assessment models. Her reserach interests focus mainly on distance education, particularly in the pedagogy of online education and in educational psychology connected with the use of digital technologies in schools and other contexts. She is also interested in the new forms of socialization and the construction of identity which have emerged in the networked society in children and young people. She was a member of the team responsible for the Universidade Aberta’s Pedagogical Model for Distance Education and has also been a consultant on the project “Metas de Aprendizagem na Área das TIC” (“Learning Goals”), promoted by the Education government Department (http://www.metasdeaprendizagem.min-edu.pt/sobre-o-projecto/apresentacao/). She was an Invited Scholar at Pontifícia Universidade Católica do Paraná (PUCPR) in 2017.
Salvador Otón Tortosa has a Computer Sciences Engineering degree from the University of Murcia (1996) and a PhD from the University of Alcalá (2006). Currently, he is an Associate Professor in the Computer Science Department of the University of Alcalá. He coordinates the Master on Agile Software Development for the Web. He is the coordinator of the European project EduTech about accessible virtual education, granted by the Erasmus+ program of the European Union. He is author or co-author of more than 80 scientific works (books, articles, papers and research projects), the majority of them directly related to Learning Technology, Accessibility and Interoperability. His research interests are focused on learning objects and e-learning standardization and mainly in accessibility, metadata, distributed learning objects repositories, interoperability and enterprise architectures.
Leonel Morgado is Associate Professor with Habilitation, at the Portuguese Open University, where he lectures on research methods, programming, and the use of virtual worlds. He is also Secretary of the Assembly of the Portuguese Society of Videogame Sciences, and board member of the international research association, Immersive Learning Research Network. His main research interest is the use and development of virtual worlds as tools for learning and business, which he pursues since 2000, focusing on immersive environments since 2006. He authored over 200 papers, in journals, conferences, and as book chapters. Before pursuing an academic career, he was business and technical manager of an hardware import, distribution, and retail company, terminologist for the localization teams of MS Office 97 and Oracle InterOffice, language quality specialist for IBM/Lotus, a coordinator of Web-development and software-deployment teams, and manager of a cooperative extension team fighting the digital divide in rural villages.
Luís Pedro is an Assistant Professor at the Department of Communication and Arts, University of Aveiro, Portugal, where he lectures in Communication Sciences and Technologies undergraduate, graduate and doctoral courses. He is an integrated member of the DigiMedia research group and his research interests are related to participatory and social media development, integration and assessment in educational and training contexts. Amadeu Borges Ferro is Coordinating Professor at the Health Tecnology Schol of Lisbon (ESTeSL) – Polytechnic Institute of Lisbon (IPL). Course Director of the Degree in Biomedical Laboratory Sciences, he is also Vice-President of the Council of Representatives of ESTeSL. Secretary of the General Council of the IPL. PhD in Education/Educational Leadership by Universidade Aberta. He has a Specialist Title in Pathological Anatomy, Cytology and Thanatology by the IPL.
With a Master’s Degree in Medical Education by the Faculty of Medicine of the University of Lisbon, he has also a Specialised High Studies Course in Sciences Teaching Methodologies by the Lusófona University of Humanities and Technologies and a Bachelor’s Degree in Pathological Anatomy, Cytology and Thanatology by the Higher School of Health Technology of Lisbon. Post-graduated with FELASA Course – category C. He has published various articles and specialized books. He is a reviewer for scientific journalsm, a founding member of BioMedLab – Portuguese Association of Biomedical Laboratory Sciences, and was President of the 1st National Congress of Biomedical Laboratory Sciences.

Ana Loureiro is Deputy Director of the School of Education of the Polytechnic Institute of Santarém, where she is an Assistant Professor. She has a PhD in Multimedia in Education from the University of Aveiro. She is also a Researcher in the Laboratory of Distance Education and eLearning of the Universidade Aberta and in the Research Centre on Didactics and Technology in Training of Trainers of the University of Aveiro.
Ana Dias is Director of the TecMinho e-learning Centre at the University of Minho. A Systems and Computer Engineer with a Postgraduate Degree in Education with a specialization in Educational Technology, she has teaching experience in higher education and professional circles and has published in the field of distance and hybrid learning. Throughout his career she has managed more than 50 projects in Europe, Central Asia, Africa, and Brazil. His interest focuses on educational technology and its impact on human creativity, pedagogical innovation and the quality of education.
Pedro Cabral is invited Assistant Professor at Universidade Aberta (UAb) and a Researcher at the Laboratory of Distance Education and e-Learning – LE@D. A project manager at FCCN, he coordinates the NAU.pt platform. With a PhD in Education, with a specialization in Distance Education and e-Learning, from UAb, he has worked at the Delf University of Technology, in the Netherlands, as an expert in the e-Learning area, where he conducted several MOOC-related projects.
Paola Ingavélez holds a PhD in Information and Knowledge Technologies from the University of Alcalá and is a research professor at the Salesian Polytechnic University, Cuenca headquarters. She has worked for more than 10 years in the research area of ICT and disability, human-machine interaction, STEAM, lifelong learning. She is the technical coordinator of the ERASMUS+ project “EduTech: Technological assistance for accessibility in Virtual Higher Education”.
Dulfay Astrid González Jiménez is currently Institutional Coordinator of the Institutional Learning Assessment System – SIEA at the Universidad Autónoma de Occidente, in direct collaboration with the Academic Vice President. She is a researcher in learning assessment and academic analytics, cognitive processes and academic effectiveness, dropout, social inequalities and inclusion. She is a member of the Public Policy Committee on School Coexistence of COLPSIC – MEN. Her current project is “Standardised tests and decision-making in educational management” and “Learned helplessness, socioemotional competences and adaptive function in assessment”.
Edgar Ramos is a Professor at the University of San Carlos de Guatemala, working in the Division of Distance Education in Virtual Environments, where he teaches undergraduate courses on topics related to educational technology using virtual environments at the University Centre of Zacapa. He is a Science and Systems Engineer with more than 10 years of experience in the development and implementation of technological projects. He was a director of technology at Xoratom and Selva Tech.
